Our Mission
Deliver the technical clarity program offices need to field capability that works, and keeps working.
Founded in 2018, LHC provides Systems Engineering and Technical Assistance and Integrated Logistics Engineering to the Department of Defense, including Navy and Space Force programs, and their industry partners. We are deliberately focused: a small, senior team with deep experience in space systems, satellite communications and C4I.
We believe the best acquisition outcomes come from treating engineering and sustainment as one discipline, and from advisors who put the government’s interest first.

William L. Dean Jr., Ph.D.
Founder & Chief Executive Officer
Dr. Dean has more than two decades of experience in military satellite communications systems engineering, supporting defense space and naval acquisition programs across requirements, design, integration, test and fielding of SATCOM terminals and modems.
His work spans the full acquisition lifecycle, from shaping system requirements and architecture to guiding verification, cybersecurity authorization and sustainment planning. He holds a Ph.D. with a focus in Information Technology, and brings particular interest in applying model-based engineering and machine learning to acquisition and operational challenges.
A service-disabled veteran, Dr. Dean founded Lemar Holding Company in 2018 to give program offices access to senior, independent technical expertise.
